Key Takeaways
- Wildfire season is already testing carrier operations. With nearly 49,000 fires and more than 7.2 million acres burned nationwide by mid-August, this is no longer about preparing for the season. It's about performing in it.
- FNOL doesn't have to be the claims bottleneck. Adjusters, inspections and field resources will always have physical constraints. AI can give carriers elastic capacity at the front door, absorbing sudden first notice of loss (FNOL) surges without requiring policyholders to wait for the next available person.
- The opportunity goes beyond taking the claim. AI can identify urgent needs, initiate workflows, answer routine questions and route eligible policyholders toward services their carrier already provides, including wildfire-defense resources where available.
- The insurance interaction can begin before there's a loss. AI creates opportunities for more targeted, interactive mitigation outreach, helping homeowners understand actions such as defensible space, ember-resistant vents and other property-hardening measures before a fire threatens their home.
- The real CAT question is where finite capacity should go. AI doesn't eliminate the constraints deeper in the claims process. It can help carriers reserve adjusters and other skilled resources for the work that actually requires human expertise and judgment.
During a catastrophe, demand doesn't rise gradually. It can surge in a matter of minutes.
An evacuation order goes out and suddenly thousands of policyholders may need to report losses, understand their coverage, arrange temporary housing or simply figure out what happens next.
The claims process that follows will always have constraints. Adjusters can only handle so many files. Inspections take time. Complex coverage decisions require judgment. Physical resources are finite.
AI can remove at least one of those constraints: capacity at the front door of the claims process. That's where AI fundamentally changes the CAT operating model.
AI can give carriers effectively elastic FNOL capacity: the ability to absorb a sudden surge of first notices of loss without asking policyholders to wait for the next available person.
A carrier doesn't have to predict exactly how many FNOL calls will arrive after an evacuation order. Capacity can expand with demand, allowing loss information to be captured, claims to be initiated, questions to be answered and urgent needs to be escalated as they come in. That leaves claims professionals with more capacity to focus on the work that requires their expertise.
The goal is to remove a capacity constraint at the front end of the process, so a surge in claims doesn't have to become a surge in waiting.
Sometimes the first action is playing defense
There's another piece of wildfire response that's particularly interesting. A growing number of insurers offer wildfire-defense services for eligible policyholders in exposed areas. When a property is threatened, specialized wildfire teams may be deployed to reduce the potential loss, clearing combustible material, applying fire-blocking gel or retardant, protecting vulnerable openings or taking other defensive measures.
Those services are necessarily case by case. Conditions, access, safety, proximity to the fire and available resources all affect whether a team can be deployed. But think about what happens when that capability is connected to an intelligent customer interaction.
A policyholder calls because a fire is approaching. AI identifies the property and policy. It recognizes that the customer is eligible for a wildfire-defense program. It captures the situation, triggers the appropriate workflow and, where the carrier's processes allow it, initiates or routes a service dispatch.
The call isn't simply answered. Something happens immediately.
That's an important distinction in how we should think about AI in insurance. Its value comes from connecting conversations directly to the actions a policyholder needs.
The interaction can start before the fire
There's an even earlier opportunity. We spend a lot of time talking about AI after catastrophe strikes. But what if the first interaction happened days, weeks or months before the FNOL?
For homeowners in high-risk areas, insurers already know many of the mitigation measures that can materially improve a property's resilience: ember-resistant vents, Class A roofing, defensible space and reducing combustible material around the structure.
AI gives carriers another way to turn that knowledge into action. Instead of another generic wildfire-preparedness email, carriers can make communication more specific and interactive, including through text alerts.
A homeowner can understand which mitigation steps matter for their property, ask questions and receive reminders as risk conditions change. Where the carrier offers mitigation or wildfire-defense programs, the interaction can also connect them to those resources before they're needed.
The best FNOL may ultimately be the one you help prevent.
The real stress test
For carriers, this wildfire season will test the assumptions underneath the CAT plan, particularly what happens when FNOL volume exceeds the forecast.
- Where do lines form?
- Which interactions really require an adjuster or service representative?
- Which ones can initiate action automatically?
- Can preparation alerts reach policyholders before the fire does?
- Can eligible customers be connected to wildfire-defense services when minutes matter?
- If the largest event of the season happened tomorrow, where would capacity become the constraint?
This is a chance to look at what's happening now and decide whether the operating model is ready for what could come next.
AI has a role to play. It can help carriers and policyholders make better use of the critical moments around a wildfire: preparing before the threat arrives, connecting customers to available services when it does and creating elastic capacity when FNOL volume surges.
